Paulo Matheus is an economist and administrator, currently serving as the Coordinator of the APEX Office in Portugal. He assumed this position in 2023, leading the process of reopening the agency in the country — a commitment established during the 2023 Brazil–Portugal Summit, when President Lula agreed on the initiative with the Portuguese government and APEX President Jorge Viana.

Paulo Matheus has a broad background in public administration. He has served as State Secretary for Housing and State Secretary for Education of São Paulo, and worked in the National Congress for 18 years, leading political caucuses. He has also held positions in various ministries and, before taking on his current role at APEX Portugal, was a member of the SEBRAE Board and worked at the Ministry of Entrepreneurship.
