António Costa Silva

Former Minister of the Economy and the Sea

António Costa Silva was born in Angola in 1952.

António Costa Silva holds a degree in Mining Engineering from the Instituto Superior Técnico, a Master’s in Petroleum Engineering from Imperial College (University of London), and a PhD in Petroleum Reservoir Engineering from Instituto Superior Técnico and Imperial College.

António Costa Silva is a Professor Emeritus at Instituto Superior Técnico, where he achieved accreditation in Integrated Energy Resources Planning and Management.

At the invitation of the Portuguese government, António Costa Silva developed the Strategic Vision for the Economic Recovery Plan of Portugal 2020-2030 in 2020 and chaired the National Monitoring Committee for the Recovery and Resilience Program from May 2021 to February 2022.

António Costa Silva served as Minister of Economy and the Sea in the XXIII Constitutional Government. He was president of the Executive Committee of Partex from 2004 to 2021. Since 2018, he has been a member of the Board of Trustees of the Universidade de Aveiro, chairman of the Fuel Council at ERSE, a member of the Advisory Board of the Calouste Gulbenkian Foundation, and President of the Advisory Board of the Water Initiative at the Universidade Católica de Lisboa.

António Costa Silva was also a member of the Board of Trustees of ISCTE – Instituto Universitário de Lisboa and the Advisory Board of the Gulbenkian Program for Development Aid.

António Costa Silva has participated as a guest speaker at international conferences on strategy, energy, and geopolitics, and is the author of several publications and articles in the fields of energy, strategy, geopolitics, and international relations.
